On November 8, 2016, Proposition 64, the Control, Regulate and Tax Adult Use of Marijuana Act, was adopted by the voters of the State of California. This ballot measure contains some provisions allowing local government to exercise control over various aspects of recreational marijuana within a city or town’s limits.
At the November 16, 2016 Town Council meeting, Council adopted urgency ordinances which imposed a moratorium on outdoor cultivation and a moratorium on indoor cultivation, with limited exceptions. At the December 21, 2016 Town Council meeting, Council adopted urgency ordinances, which extended the original urgency ordinances that imposed the temporary moratoriums, for a period of 10 months and 15 days.
The Town Council will hold a special Town Council Study Session meeting to discuss the various aspects of Proposition 64 under the discretion of the Town, and Town staff will be asking for Town Council direction with respect to the allowance of commercial activities in Town involving recreational marijuana. The meeting will take place on Wednesday, March 29, 2017 at 6pm in the Civic Center Council Chambers, located at 9291 Old Redwood Highway, Building 400, Windsor, CA 95492.
