2022 Redistricting

The Town of Windsor began its transition to district elections with the November 2020 election (see information on the transition here). Every 10 years, the U.S. Census revises their census blocks and local governments are required to use the new census data to redraw their district lines to reflect how local populations have changed. Assembly Bill 849 (2019) requires cities and counties to engage communities in the redistricting process by holding public hearings and/or workshops and conduct public outreach, including to non-English-speaking communities.

At the March 16, 2022, Town Council meeting, the Council adopted Ordinance No. 2022-360, which adopted a preferred map (shown here), adjusting the boundaries of the election districts and took effect immediately. This ordinance adjusts the current boundaries of the Town Council Election Districts, as required by federal and state law every 10 years under Assembly Bill 849. These adjusted district boundaries are geographically contiguous, respects the geographic integrity of local neighborhoods and local communities of interest, are easily identifiable and understandable by residents, are geographically compact, balanced in terms of total population and voting age population, and represent where possible an aggregation in single districts of substantial minority population blocs to enhance the potency of that minority voting voice.

The Town of Windsor held the following public hearings to analyze the 2020 Census Data and redistricting of its current boundaries. At the March 16, 2022, Town Council meeting, the Council adopted Ordinance No. 2022-360, thus approving the updated district boundaries.
