Water & Water Reclamation (Sewer) Service

Due to continued escalation of the federal and state emergency related to the Coronavirus (COVID-19) Pandemic and the recent extension of the Shelter In Place order by the Health Officer of Sonoma County (Order No. C19-03), Town offices will remain closed to the public through December 2020, possibly longer.

The following options are to make it as convenient as possible to manage your utility account during this time. 

Administrative Services Department will be OPEN to accept utility billing payments on the following dates from 9:00 a.m. to 3:00 p.m.

To Make a Payment - 4 Convenient Methods


  1. Online by visiting townofwindsor.watersmart.com First time logging in: enter your utility account number as it appears on your statement (xx-xx-xxxxxxx-xx) not the customer number. 
  2. In Person at the Town's utility billing payment drop box located at 9291 Old Redwood Highway, Building 300 in front of the Windsor Police Department. 
  3. AutoPay via WaterSmart by visiting townofwindsor,watersmart.com First time logging in: enter your utility account number as it appears on your statement (xx-xx-xxxxxxx-xx) not the customer number. 
  4. Mail to P.O. Box 100, Windsor, CA 95492.

Delinquent Accounts

  • No penalties or late fees will be assessed to delinquent accounts.
  • No water service will be disconnected for non-payment.
  • Should you need assistance in making a payment, Payment Plans will be made available.

Starting & Stopping Service   
Contact the Utility Billing Division at least one business day prior to the date you wish to start or stop service. 
A security deposit of $200 is required for any account that has a renter status. Account holders may elect to have the deposit billed in two installments or paid in advance at the time of establishing service. Any account that is terminated due to a delinquent balance will be required to have a deposit - renter or owner.

The deposit will automatically be applied to the account balance after one year of good payment history or at the time the service is requested to be terminated.
