The Town has received a request to develop a 24-lot residential subdivision and development project on a 5.1-acre parcel located at 7842 Hembree Lane (APN 163-080-047). The request includes a rezone to the Planned Development (PD) zoning district to allow zero side lot lines, reduced setbacks, reduced lot sizes, and increased lot coverage compared with the Surrounding Residential (SR) zoning district. Lot sizes range from 1,880 to 6,484 square feet. A proposed Development Agreement would allow reduced tree mitigation fees in exchange for dedication of 2.1 acres in open space. The project includes full build-out of Cornell Street; a street connection from Country Meadow Way to Cornell Street; and the extension of Meadowlark Way to serve three residential lots, ending in a hammerhead turnaround. An existing drainage ditch through the site would remain open, except for a small portion that would be piped into a drainage system under Country Meadow Lane.

A Mitigated Negative Declaration (MND), including mitigation measures, has been prepared for the project to reduce potentially significant adverse impacts on the environment. The public review period for the Mitigated Negative Declaration is from February 1, 2023, to March 2, 2023.
