The Town of Windsor will be closed during the week of Thanksgiving – November 23rd through November 27th and the week of Christmas – December 21st through December 25th. During this time Town staff will be unavailable for phone calls and/or email messages and there will be no building inspections.
COMMUNITY DEVELOPMENT DEPARTMENT STAFF AVAILABILITY DURING COVID-19 PANDEMIC
The Community Development Department, along with most other Town staff, continue to work remotely due to the COVID-19 pandemic.
Staff working hours are Monday – Thursday, 7 a.m. – 6 p.m.
While working remotely staff is responding to all e-mails and phone calls as quickly as we can. You can expect a response from Community Development Department staff (Planning and Building) within 1 business day.
Please note, if calls or e-mails are received after 6 p.m. on Thursdays, or on Friday, Saturday or Sunday, they will be responded to the following Monday.

The Building Division is responsible for the enforcement of the California Code of Regulations Title 24 to safeguard the public health and welfare and access to persons with disabilities.
These objectives are accomplished by regulating and controlling the design, construction, quality of materials, use occupancy and location of all buildings and structures within the jurisdiction of the Town of Windsor.
Our goals are to:
- Provide responsive, courteous and efficient service to the public in a friendly manner
- Provide efficient plan review and building inspection services for compliance with Town ordinances, state law and model codes
- Provide competent code enforcement investigations within a reasonable time frame for all complaints
- Provide education for the general public and construction professionals as it relates to new regulations and methods
