IMPORTANT NOTICE 

COMMUNITY DEVELOPMENT DEPARTMENT STAFF AVAILABILITY DURING COVID-19 PANDEMIC 

Beginning August 2, 2021, the Community Development Department, including both the Planning and Building Divisions, will be holding on-site counter hours Monday – Thursday, 7 a.m. – 2 p.m. in Building 400 at Town Hall (9291 Old Redwood Hwy).

Most other Town staff are continuing to work remotely due to the COVID-19 pandemic.  

Staff working hours are Monday – Thursday, 7 a.m. – 6 p.m.  

While working remotely staff is responding to all e-mails and phone calls as quickly as we can.  You can expect a response from Community Development Department staff (Planning and Building) within 24-48 hours.  

Please note, if calls or e-mails are received after 6 p.m. on Thursdays, or on Friday, Saturday or Sunday, they will be responded to the following Monday.

Given the COVID-19 pandemic and the Town’s virtual operations, any appeals of decisions made by the Planning Commission, Administrative Hearing Officer or Community Development Director will be accepted by the Town via e-mail.  An Appeal Application must be filled out and submitted to Jessica Jones, Community Development Director, at jjones@townofwindsor.com within 10 calendar days after the date of the decision being appealed (Zoning Ordinance Chapter 27.52, Appeals).  Appeals shall be accompanied by the required filing fee, which can be found on the FY 2021-2022 Fee Schedule; please contact Jessica Jones at jjones@townofwindsor.com for instructions on how to submit the required fee.

What We Do


The Planning Division works to foster community dialogue about issues involving the built and natural environment. By planning for the future, the community works to solve current problems, anticipate future needs and analyze alternatives which will help shape tomorrow and create opportunities for future generations. Projects commonly handled by the Planning Division include developing future plans for the Town, reviewing new commercial and housing projects and assisting in the development of affordable housing.

The Division of Building Inspection is responsible for the enforcement of the California Code of Regulations to safeguard the public health and welfare and access to persons with disabilities.

Who We Are


The Planning and Building Divisions of the Community Development Department are staffed by professionals who have specialized knowledge in a wide range of issues, including Community Development and Land Use Planning, Building Codes and Permits, Code Enforcement, Environmental Review, Urban Design, and Affordable Housing.
